348. The chief electoral officer, where he intends to withdraw his authorization to a party, party authority or candidate under section 344 or 346, shall give the party, party authority or candidate, as the case may be, the reasons for his decision and an opportunity to be heard.
Every summons is made by registered or certified mail or by any other means considered valid by the chief electoral officer.
